Should black men that look after their kids get some sort of award?( part 2 with link)?

Any man - black or white - that has a baby and won't take care of it should have his cut off, tatoo'd on his back, and sent to prison. It's a shame that the percentage of blacks is so high. Maybe things would be different if it wasn't.
