Is the drug trade, Mexico/Colombia's fault or our fault? Why is the War on Drugs not given as big a budget as?

The "War on Drugs" is an abysmal failure. More money will not stop it. Legalizing drugs and focusing all of those resources on treatment and education would do much more to abate the problem.
